At the HOA Board meeting on March 7th, homeowners expressed complaints about dog feces not being cleaned up. This announcement is a reminder to all dog owners about the rules that require the cleanup of dog feces. Easley City Ordinance Section 90.06, “Animal Care”, states that “Any owner, keeper, or other person having control or supervision of an animal must remove promptly all feces left by the animal on any street, sidewalk, or plaza or in any public park anywhere within the city.” Section 90.02 states that the County Animal Control Officer shall have the power to enforce the Chapter 90 regulations. If homeowners can identify the responsible people, they could report it to the Pickens County Animal Control Officer at 864-898-2459. The Board also considers that leaving feces on another’s property is a violation of the HOA’s Covenants, Conditions, and Restrictions (CCRs), under section 7.10, as an unsanitary condition. The Board will send violation notices when offenders are reported to the Board.

In July, Blessing Irving resigned from the HOA Board of Directors. Blessing was an original member of the homeowners Board that took over from the developer in June 2021. The Board thanks Blessing for her years of dedicated service to the community. Per Bylaws Section 4.6, when a resignation occurs, a successor is selected by the Board and serves for the remainder of the term (to November 2023). On August 7, 2023, the Board selected Dianne Crooks to serve the remainder of the term as Vice-President.
* * * * * May 2, 2023: HOA Document BODP-2, Delinquency Collection Procedure, Has Been Revised * * * * *
The HOA Board has decided to use a law firm to assist with the collection of delinquent accounts. At a Board meeting on May 2, 2023, the Board revised the Board of Directors Position Number 2 (BODP-2). Revision 1 now describes how the Board will use a law firm to assist with collections. The delinquent homeowner will be required to pay the associated legal fees. The collection methods, which in extreme cases may progress to foreclosure on the house, are those described in the Covenants, Conditions, and Restrictions (CCRs). These documents are available on this website under HOA Documents. Please pay your annual assessments by the due date, or arrange a payment schedule with the Board, to avoid late fees and legal fees.
* * * * * March 15, 2023: ECU Installing Fiber Optic Cable on the Forced Sewer Line Easement * * * * *
Today Easley Combined Utilities (ECU) started installation of a fiber optic cable on the easement for the forced sewer line (30 feet wide) which is in the backyards of most of the houses on the south side of the subdivision (refer to your lot survey for the location). The cable will extend from Cherish Drive to the 18 Mile Creek Sewage Pumping Station. ECU is digging a trench with a backhoe, and will seed the area and cover it with straw when they are done. The Board requested that ECU provide notice to the homeowners of these non-emergency projects, as it can be disconcerting to look out and see a backhoe digging in your backyard.

Today repair work started on the Stonehurst entry sign, as was previously discussed by the Board in a meeting on September 12, 2022. The Board approved the contractors in a meeting on March 9, 2023. Due to termite and wood rot damage to the wood components, all wood components are being removed and a stone wall will be installed to span the two existing stone pillars. The name "Stonehurst" will be placed on the front of the stone wall. The Board intends to add lighting to the sign once the repair work is completed.

* * * * * February 1, 2023: Incorrect Interest Payments Showing on Website for Paying Annual Assessments * * * * *
Several homeowners have reported new interest payments dated February 1, 2023, showing up when they went to the CINC website to pay their annual assessment. These are incorrect, the due date for annual assessments is February 28, 2023. Please ignore any interest payments dated in February 2023. You can still pay your annual assessments by subtracting any February interest charges and typing the correct amount ($180 if you didn't have any carryover from last year) in the Amount field. Be advised there are fees for online payments (e.g., $1.99 for an eCheck, somewhat higher for a credit card). You can always pay without fees by mailing a check to the address on your Statement for your annual assessment that you should have received in the mail about January 3rd. If you misplaced your statement, look at the sample 2023 Statement under HOA documents to see how to pay. The Stonehurst property manager is investigating this error and will get it fixed.
* * * * * January 14, 2023: City of Easley Now Owns the Streets in Stonehurst * * * * *
In a deed posted on January 13, 2023, in the Pickens County land records, the streets in Stonehurst were deeded to the City of Easley, so the City now owns our streets and sidewalks. The City Council had previously accepted our streets as meeting City standards in a City Council meeting on January 9, 2023, under Resolution 2023-02. This is good, because the HOA will not be responsible for street and sidewalk maintenance. We expected this to happen, and the HOA Board has not budgeted any money for that maintenance.

Connie Waldinger of 11 Wiltshire Circle volunteered to serve on the Board of Directors, and the Board voted to approve her at the Board meeting on June 7, 2022. We wish to thank Connie for volunteering. The Board also approved Board of Directors Position BODP-4, Investment Policy. With inflation rising, the Board sees a benefit to investing some of the HOA funds. The Board also approved a Replacement Reserve Report in order to set a schedule for collecting the monies to fund the future replacement of four items: the mailboxes, the entrance sign, the entrance sprinkler system, and the stormwater pond fence. The report indicates that the Board should set aside $3,458 each year in order to fund those replacements.

Youngblood Development Corporation has informed us that a contractor will be paving Wiltshire Circle starting Monday or Tuesday, May 9 or May 10. All vehicles must be off the street. Typically they pave one lane, then loop again and pave the second lane. If they are paving on your side of the street, you may be unable to leave your driveway for several hours. If you must have the use of your car, you should consider moving it off Wiltshire. One option is to drive up Thames Valley to Cherish Dr, turn right on Cherish Dr, then swing right onto the grass in the common area where our Stonehurst sign is. Please park facing into the common area to maximize the availability for parking. Check this website in case of changes to the plan.

* * * * * January 21, 2022: Goodman Manufacturing Co. Announces Recall for Drain Pan in Gas Furnaces * * * * *
In coordination with the Consumer Product Safety Commission (CPSC), Goodman has announced a recall for some drain pans in the cooling coil unit on top of Goodman gas furnaces. This only applies to furnaces where the cooling coil is stacked on top of the furnace. The affected drain pans can warp and allow hot furnace gases to start a fire. Over 20 houses in the U.S. have experienced fire and smoke damage from this defect. The affected drain pans were used from January 2019 to November 2021, and the affected furnaces include some installed in Stonehurst subdivision. It appears that only the one-story homes have the affected configuration. Homeowners who purchased a house after December 2018 should go to the recall website and use the serial number of their coil unit to see if they are affected. If you are affected, Goodman will send you a replacement part and will have an installer come to install it. The coil unit is attached to the top of the gas furnace and the serial number is on the white tag on the front of the coil unit. The recall website is Drain Pan Recall . * * * * * December 30, 2021: HOA Board Sets Schedule for 2022 Annual Assessments * * * * *
The HOA Board of Directors has set the schedule for the HOA annual assessments in 2022. The bill (for $180) will be sent to each homeowner in mid-January, with a due date of February 28, 2022. After consideration of a reasonable balance between HOA assessment income and HOA expenses, the Board reduced the annual assessment from the $360 in 2021 to $180 in 2022. This homeowners Board was first elected in June 2021, and the developer's Board of Directors had previously set the payment at $360 for 2021. The current Board is committed to monitoring expenses closely and keeping the annual assessment as low as possible. Although the Board has not had to pay for stormwater pond maintenance this year (the developer was still completing construction work), the Board did budget for stormwater pond maintenance in 2022.

This document explains how the Board issues Compliance Notices due to failure to comply with the terms and provisions of the CCRs, the Bylaws, or any rules and regulations promulgated by the HOA pursuant to the CCRs or Bylaws that requires corrective action. It also explains how the Board will proceed with hiring a contractor (self-help) or issuing fines if the corrective action is not taken in the time specified in the Compliance Notice. 2. The Board approved a proposed budget for 2022 with an annual assessment of $180. It can be seen on this website. The final budget will be voted on by the new Board in November.
3. Several homeowners complained about speeding. The Board will ask the City to increase police enforcement and explore the possibility of reducing the 25 mph speed limit.
4. Several homeowners complained of poor yard maintenance. The Board will take action (starting with letters) if weeds in the yard exceed 12 inches in height, or 24 inches on steep slopes. If the problem persists, the Board will take additional actions as authorized by the CCRs.
5. Homeowners are reminded that City rules forbid blocking sidewalks or parking within 30 feet of the approach to a stop sign. Police may ticket cars for these violations. See the parking FAQ on the HOA website for additional information.

The HOA Board of Directors has decided to hold the next annual meeting Thursday, November 4, 2021, at 7 pm at the Kimberly Hampton Memorial Library in Easley. An election for the HOA Board of Directors will be conducted at the meeting. All 5 Board positions are up for election every year. This will put the HOA on a normal yearly schedule of having a fall annual meeting with elections. Blessing Irving has been named the chairperson of the Nominating Commitee, and is compiling a list of homeowners interested in running for the Board. Here is an update on the voting for pools and solar panels. As of 8/16/21, we have 57 votes. We sent out 118 vote sheets, although the last 5 just went out to the new homeowners. So if you still have yours, please send it in. For above-ground pools, 43 are "yes", 14 are "no". For solar panels, 51 are "yes", 6 are "no". It takes 89 "yes" votes to approve the pools, or 30 "no" votes to disapprove it, so voting will continue until we reach one of those numbers. Here is an update on the voting to allow above-ground pools and solar panels on roofs. As of 7/3/21, we have 39 votes. For above-ground pools 29 are "yes", 10 are "no". For solar panels, 35 are "yes", 4 are "no". The pool vote is a change to the CCRs, and requires 75% of all homeowners to vote "yes" in order to change the CCRs (89 "yes" votes). The solar panels are not a change to the CCRs, but are a Board of Directors decision. The Board will accept the majority vote in that case. If you have not submitted your vote, please submit it soon. On June 21st, the Board mailed vote sheets to all homeowners of record, asking the homeowners to vote on allowing above-ground pools and solar panels on roofs. One vote per household. On June 15th, the Board assumed the processing of all Architectural Reviews and issued a new Architectural Review Request Form. It can be downloaded from the documents link on the menu. The mailing address is on the form. Jennifer Foster (45 Wiltshire Circle), the Chair of the Architectural Committee, will accept completed forms at her house, but at reasonable hours. Just a reminder, CCRs Section 5.1 says that no building, fence, wall, porch, deck, or any other structure or improvement, including, without limitation, the alteration or painting of the exterior surface of any existing structure, shall be undertaken upon any Lot unless the plans and specification and location of the proposed change shall have been expressly approved in writing by the Architectural Committee. June 12th was the first meeting of the new Board. Officers were selected as follows: John Boska, President; Blessing Irving, Vice President; Jennifer Foster, Secretary; Melinda Boyd, Treasurer. Jennifer Foster was selected to be Chair of the Architectural Committee, and Melinda Boyd was selected to be on the committee. A Code of Conduct for Board members was approved by the Board (BODP-1), and is available from the documents link on the menu.
